The case and testimony of passport and Identity fraud: Ahmed Ressam.







He Isn't a Latino or Mexican!!!!!!! Ouch but they want to build a wall against Mexican Border because it's the major corridor of Terrorists. Right Lou Dobbs, Tommy Tancredo?.

When Ahmed Ressam was caught at the Canadian-U.S. border, he was using a false Canadian passport with the alias Benni Noris. He was carrying fake identification with another alias. And investigators soon discovered he had entered Canada using yet another fake passport, from France. He had also manipulated Canada's asylum system by applying for political asylum at the border, knowing that the Canadian authorities would refer his case to another agency and let him stay in Canada while he waited for his asylum hearing.

Here are short excerpts from his trial testimony specifically dealing with Ressam's use of fake passports and how his terrorist network relied on them:

Q. What type of travel document did you use to get into Canada?
A. A fake French passport.

Q. What city did you go to?
A. To the city of Montreal.

Q. What happened when you arrived to Montreal?
A. Immigration stopped me.

Q. At the airport?
A. Yes. Immigration stopped me at the airport. At that time, I requested asylum.

Q. And how did you request -- how did you request asylum?
A. I provided them with a false story about -- to request political asylum. They kept me at their center there and then they let me go.

Q. When they let you go, what city did you live in?
A. I lived in the city of Montreal.

Q. How long did you live in Montreal?
A. From 1994 to 1998.

Q. How did you support yourself during that four-year period?
A. I lived on welfare and theft.

Q. What do you mean by "theft"?
A. I used to steal tourists, rob tourists. I used to go to hotels and find their suitcases and steal them when they're not paying attention.

Q. And what would you do with the contents of those suitcases?
A. I used to take the money, keep the money, and if there are passports, I would sell them, and if there are Visa credit cards, I would use them up, and if there were any traveler's checks, I would use them or sell them.

Ressam describes how a lieutenant of Osama bin Laden's asked Ressam to provide the group with Canadian passports:

Q. What country did you see Abu Zubeida in?
A. In Pakistan.

Q. He was leader of the camps?
A. Yes.

Q. Did you discuss anything when you met with Abu Zubeida on your return back to Canada?
A. Yes. He asked me to send him some passports, some original passports if I had that he can use to give other, give to other people who had come to carry out operations in U.S.

Q. What type of passports was he looking for?
A. Canadian passports, but original.

Q. Did he tell you the names of the people he wanted those passports for?
A. He gave me some of the names.

Over and over again, investigators examining the Al Qaeda terrorist network point to a common thread -- the ease with which many in the network travel the world using fake passports or illegally obtained immigration documents.

Ahmed Ressam, the focus of this FRONTLINE report, was somewhat of an expert in fake passports. He used a counterfeit French passport to enter Canada and apply for political asylum. While living there, he supplied fake Canadian passports to other Algerians. And he used a fake Canadian passport under the alias of Benni Noris in his failed attempt to enter the United States and bomb Los Angeles International Airport.

Ressam recently testified that he was trained in these and other "security" techniques at one of Osama bin Laden's training camps in Afghanistan. He also testified that an Al Qaeda representative had recruited him to supply the group with false Canadian passports.

The picture of Al Qaeda that is emerging through Ressam's case and ongoing investigations is of a sophisticated terrorist network, able to send "sleeper" agents like Ressam anywhere in the world. Al Qaeda depends on the ability to travel internationally in order to raise funds, recruit operatives, train the operatives in Afghanistan and send them out to plan and conduct terrorist attacks. Key to their international mobility is being able to circumvent immigration laws and law enforcement "watch lists."

Passports

Investigators believe that there may be specialized Al Qaeda terrorist cells in the U.S., Canada, and Europe whose only job is to supply Al Qaeda with passports and other documents that can be used by its operatives. There are various ways they obtain and use passports:

The terrorist can physically alter a valid passport -- stolen or purchased from an accomplice -- by changing the picture or biographical data. "The terrorists are smart about which passports they use," says David Simcox, director of migration demographics and chairman of the board of the Center for Immigration Studies. "At least two of the Sept. 11 attackers used stolen Saudi Arabian passports. Saudi Arabia is a friend of the United States and so using their passport makes it easier to get in at the border."

In some countries, terrorists may be able to purchase an official passport in their own name, or an alias, by bribing a corrupt official or obtaining one in the black market. Stolen passports are readily available for sale in most countries. The most popular ones on the international black market are those from countries that enjoy visa-free relationships with the United States, such as Japan or Sweden.

The terrorist can make a counterfeit passport, hoping that the border agent wouldn't be able to identify the forgery. "The INS has a forensic document laboratory to train agents to detect these false passports," Simcox says. "But there are so many countries, that it is difficult to track. And some will get through because the quality is getting so good. The technology of counterfeiting is constantly improving." Moreover, according to Simcox, internet sales of fraudulent documents has blossomed in recent years, despite efforts by law enforcement to stop the practice.

There's another angle on the trafficking in fake passports. Congressional hearings on Oct. 17, 2001 revealed relationships between the terrorists and organized criminal syndicates who smuggle humans across borders. It is a huge international business, with brokers in China, India, Africa, and Central and South America and other poor countries demanding up to $50,000 per person in order to smuggle people into the U.S., Canada, and Europe.

To avoid detection, the smugglers are constantly changing their routes and methods. Some also rely on huge numbers of fake passports, routing people through as many as two other countries to hide the country of origin. "The terrorists have made common cause with 'people smugglers' who are very good at supplying false documentation," says Simcox. "It gives the terrorists a ready source of altered counterfeit passports and, if needed, the smugglers may assist them in being smuggled into the United States."

Another aspect of passport fraud is falsifying documents, such as birth certificates, which are needed to acquire a passport. This practice, used by Ahmed Ressam, allows terrorists to get legitimate passports, using an alias, which will be basically foolproof at border crossings. "The American and Canadian passport system has a major problem because its 'breeder' document -- the birth certificate -- is such a weak document for certifying identity," says Simcox. "Despite U.S. State Department procedures for verifying birth certificates, every state is different. And the process is not computerized or centralized in any way."

The birth certificate is a "weak" document because it is relatively easy to forge and has no photo or fingerprint requirement. In the U.S. and Canada, birth certificates can be provided by a number of sources, such as state authorities, churches, and hospitals. Each state has different rules about supplying birth certificates, and acquiring copies of them. Once you have a valid birth certificate, it is relatively easy to get a driver's license, passport, and other fake identification.

Visas

As was clearly evident in the Sept. 11 attacks, many terrorists simply enter the U.S. using their own passports and a student or business visa.

INS officials say there are so many visas given out around the world that it is impossible to check the backgrounds of every person. Two of the Sept. 11 suicide hijackers entered the U.S. by applying to take classes at a university or technical school, acquiring a student visa, and then never showing up for class. Three of the terrorists entered on business or tourism visas and simply overstayed their visa.

(The INS says the number of foreigners in the U.S. who have overstayed their visas currently stands at more than 2 million.) Finally, two of the Sept. 11 hijackers who had been put on an FBI "watch list" while they were in the U.S. on visas were not located.

The INS has little or no capacity to track visa holders once they are in the United States. The issue of entry-exit tracking of visa holders is now being given new priority. INS officials argue that at present, it is impossible to track all foreigners in the U.S., and the agency doesn't have the manpower to physically put people on planes

The passports were sold to a group of Thai and Burmese middlemen who then sold them to gangs engaged in prostitution, terrorism and smuggling, he said.”

Thai authorities have seized more than a thousand fake Asian and Western passports and arrested a man in one of the biggest anti-counterfeiting operations in recent years, police said on Sunday.

Mohammed Karim, a 56-year-old from Bangladesh, was nabbed in a Bangkok townhouse late on Saturday where they found a sophisticated passport making operation and more than 1,000 finished and unfinished documents, Police Major-General Chaktip Chaichinda said.

“He admitted that he made fake passports,” Chaktip told Reuters, adding that his partner, a Myanmar national, escaped arrest.

The passports were for several countries including the United States, New Zealand, France, Japan, Singapore, Malaysia and Malta. Police seized two computers, a scanner, three printers and rubber stamps for several countries.

This guy is rich. He has a BMW. He said he made about 300,000-400,000 baht per month (around $10,000),” Chaktip said.

Chinese people isn't the only ones mad at CNN. Latinos specially Mexicans too.



Leaders of the Congressional Hispanic Caucus, a coalition of 21 Latino congressmembers, dispatched a letter Friday to Time Warner CEO Jeffrey Bewkes complaining that the network's news coverage is slanted against immigration and has adopted the rhetoric of outspoken CNN host Lou Dobbs.

CHC Chairman Joe Baca (D-CA) and Sen. Bob Menendez (D-NJ) expressed outrage that their appeals to meet privately with CNN have gone ignored, and that their letter to Time Warner's CEO have instead ended up on the desk of CNN's president

We are deeply offended that you did not take the time or effort to respond to a request from twenty Members of the United States House of Representatives and a United States Senator, but instead simply passed the letter along to Mr. Walton,” the lawmakers wrote, according to an article Monday in Roll Call. “It is additionally offensive that you did so on a topic as important and sensitive as your company’s treatment and portrayal of Latinos in this country.”

Time Warner did not return inquiries from the paper Friday; CNN did not speak for attribution. CNN was attacked recently for a comment made by host Jack Cafferty, who compared China's leadership with "thugs and goons."

CNN president Jim Walton wrote the caucus back Apr. 23, saying Time Warner's CEO would not be able to answer their appeals.

“As a matter of long-standing policy, Time Warner’s corporate management never interferes with the editorial decision-making of its news operations,” Walton penned.

Walton offered to meet with the lawmakers as well as any Congressional Hispanic congressmember -- but the caucus isn't happy Time Warner's CEO won't reply.

“It really is a slap in the face, that as many members as there are in the Congressional Hispanic Caucus, in the House and the Senate, that we don’t get a direct response,” Menendez said.

Adds Roll Call:

According to Menendez, many of CNN’s news programs have adopted “the language Lou Dobbs uses,” referring to the host of “Lou Dobbs Tonight,” who uses the platform to complain about illegal immigration.

“The news program has become the equivalent of opinion and not information,” Menendez said, asserting that news anchors opt for language describing “hordes” of immigrants crossing borders, and use phrases such as “illegal Alien” rather than “undocumented” when describing such immigrants.

Baca told the paper a meeting with Walton several weeks ago went well. He suggested the network provide another show to counterbalance Dobbs.

“It was a very positive meeting," Baca said. "I said look, there’s a lot of good programs that CNN puts on, and we watch a lot of it. We’re only talking about a specific individual. The other programs are pretty good in terms of the news that they bring out."

Air Force sued for Religious Intolerance.


A New Mexico man sued the Air Force on Thursday, claiming Air Force Academy senior officers and cadets illegally imposed Christianity on others at the school.

The suit was filed in federal court by Mikey Weinstein, an academy graduate and outspoken critic of the school's handling of religion.

Weinstein claims that evangelical Christians at the school have coerced attendance at religious services and prayers at official events, among other things.

There have been complaints at the academy that a Jewish cadet was told the Holocaust was revenge for the death of Jesus and that another Jew was called a Christ killer by a fellow cadet. A banner in the football team's locker room read: "I am a Christian first and last ... I am a member of Team Jesus Christ."

A Chinese primary school teacher and a beautician have filed a suit against CNN in New York over remarks they say insulted the Chinese people and are seeking $1.3 billion in compensation -- $1 per person in China, a Hong Kong newspaper reported.

The case against the Atlanta-based cable channel, its parent company Turner Broadcasting and Jack Cafferty, the offending commentator, comes after 14 lawyers launched a similar suit in Beijing alleging that Cafferty's remarks earlier this month violated the dignity and reputation of the Chinese people.

Cafferty said the United States imported Chinese-made "junk with the lead paint on them and the poisoned pet food" and added: "They're basically the same bunch of goons and thugs they've been for the last 50 years."

CNN said Cafferty was expressing an opinion about the Chinese government, but the Foreign Ministry demanded an apology and accused the network of trying to drive a wedge between the Chinese people and leadership

A white supremacist accused of the brutal rape and beating of a teenage girl.






Larry Gregory Has been arrested more than 50 times in Texas, Missouri and Florida.


A white supremacist accused of the brutal rape and beating of a teenage girl at a downtown waterfront park earlier this month was arrested in Suwannee County on Sunday, police said.

Larry Gregory, 37, left, was charged with sexual battery, according to online jail records. Suwannee County sheriff's officials could not be immediately reached for comment.

Police said Gregory and his 17-year-old victim went walking together on April 16. During the few hours they were together, police said Gregory walked to a store, stole some items and was caught on surveillance video. Later, when they were out of sight of some friends, police say Gregory severely beat her and raped her. She suffered serious injuries and feared for her life, police said.

Police say Gregory, who has a tattoo of the word "white" on one calf and "power" on the other calf, has been arrested more than 50 times in Texas, Missouri and Florida.

Lawmakers at Washington proposing recruiting the undocumented for the Military forces.

This month's death of Army Spc. Arturo Huerta-Cruz in Iraq cast a spotlight on troops serving in the U.S. military who are not American citizens.

Huerta-Cruz, 23, was born in a small town in rural Mexico and moved to Clearwater with his family when he was 10. He was a legal permanent resident, or a "green card" soldier.

That made him an exception. Noncitizens account for about 5 percent of the troops in all the branches of the U.S. military. Noncitizens now must have green cards to enlist.

But as the nation fights wars on two fronts, some wonder whether the military should recruit more heavily among immigrants here — even undocumented ones — as well as foreigners in their own countries.

Yes, say some intellectuals at Washington, D.C., think tanks.

"Those of us who support recruiting foreigners believe they are often very skilled, motivated, and in the great American tradition of immigration," Michael O'Hanlon, a Brookings Institution senior fellow on foreign policy said in an e-mail.

The "Dream Act" bill that failed in Congress last year would have done more than legalize undocumented high school students who aspire to college. It also would have given green cards to undocumented high school students who served in the military.

Such students "are well educated, they are not troublemakers, they are bilingual," said Jorge Mariscal, a professor of Latino studies at the University of California, San Diego.

"The military wants to get their hands on those folks," added Mariscal, a Vietnam veteran.

The nonprofit CNA Corp. based in Virginia has recommended mining the legal immigrant community more heavily for military recruits.

"One overlooked source of military manpower is immigrants and their families," according to a 2005 report by CNA, which advises public employers on issues ranging from national security to international affairs.

"In fact," the organization concluded, "much of the growth in the recruitment-eligible population will come from immigration

Along with immigrant groups who have fought for the United States — Irish-Americans in the Civil War, for example — noncitizens also have enlisted since the Revolutionary War.

Green card soldiers have received widespread publicity during the Iraq war because some of the first casualties were Latin-American immigrants.

One was Lance Cpl. Jose Antonio Gutierrez, 22, from Southern California.

Gutierrez was an orphan in Guatemala. Fleeing poverty, he came to the United States illegally. In Southern California, he entered the foster care system and got a green card.

He joined the Marines.

He was killed on March 21, 2003, by enemy fire as American troops tried to secure Umm Qasr. A movie about him, The Short Life of Jose Antonio Gutierrez, was released last year.

After the war started, President Bush signed an executive order allowing immigrants in the military to apply for citizenship immediately. Congress followed with legislation that shortened the time that immigrants in the military have to wait during peacetime to apply for citizenship, from three years to one year.

As of February, there were 20,326 immigrants in active duty in all branches of the military. Another 13,151 were in the Reserves.

It's a small slice of the military, but CNA recommends that the armed forces should target more legal immigrants as recruits.

The foreign-born population in the United States at the time of the CNA report — 12 percent — was at least twice as high as their representation in the military.

Also, a third of the world's population is younger than 15, and many of those young people will make their way to the United States, where some will become legal residents.

For the military, the linguistic and cultural diversity of noncitizens are especially valuable, the CNA authors said.

They add that many immigrants are interested in the expedited process for citizenship that enlisted immigrants receive.

Meanwhile, O'Hanlon of the Brookings Institution and Council on Foreign Relations senior fellow Max Boot have called for a "new chapter in the annals of American immigration."

Their proposal: give foreigners recruited from other countries as well as those already here citizenship after four years of military service. That, they believe, could create a path toward assimilation for undocumented immigrants without green cards. Besides, they note, the military already relaxed age and other restrictions, including those accepting enlistees with criminal records, to meet recruiting goals.

"The idea of offering citizenship to foreigners who first join the armed forces should be a winner for everyone," they wrote in the Washington Post in 2006. "It is good for immigrants. … It is good for a beleaguered American military that is simply too small for the tasks it has been handed."

Not surprisingly, others oppose the idea of increasing the number of noncitizens fighting for American ideals.

The military would become a low-wage occupation like other industries now dominated by immigrants, warns Mark Krikorian, executive director of the Center for Immigration Studies, which favors more restrictive immigration policies.

"If enlisting were a way to get legalized or a way to get into the United States," Krikorian said, "soldiering would become a job Americans would not do very rapidly."

Some in the Hispanic community, already weary of recruitment among its youths, agree.

Said Mariscal: "It would be another example of the exploitation of cheap labor."

Even now, American citizenship is not guaranteed for immigrant serving in the military, Mariscal said. Meanwhile, some countries strip their nationals of citizenship if they serve in foreign militaries.

"Those people who did it would have no country," Mariscal said.

In Clearwater, Huerta-Cruz — one of 144 immigrants who have died in Iraq and Afghanistan since 2001 — was buried Tuesday.

Calvary Catholic Cemetery on U.S. 19 is his final resting place.

And one day, the United States could become his home country

That's because Army officials have said they will seek posthumous citizenship for Huerta-Cruz.



Darfur the silence genocide.

The UN security council is being criticised for "shameful silence" over the crisis in Darfur, which is now in its sixth year. The denouncement comes after attacks in Sudan's Darfur region went overlooked by the security council. HRW wants a probe into the killings and penalties for those committing them.

"HRW said that in western Darfur 'hundreds of civilians' have been killed, tens of thousands have been displaced and provision of 'life-saving humanitarian assistance' has been prevented from reaching the worst affected areas by government attacks on villages since February 8. 'The council's inaction has given Sudan a green light to continue attacking civilian targets, flouting international law and security council resolutions' and obstructing the deployment of a UN-mandated peacekeeping force.

The conflict in Darfur has raged since 2003 when anti-government forces attempted to gain a greater regional share of power.

Fighting has claimed 200,000 lives and displaced 2.2 million people, according to UN estimates."

Another Republican Lawmaker exposed his Anti Latino sentiment.


A recent comment by a North Carolina lawmaker comparing Undocumented immigrants to prostitutes and drug dealers first inflamed his local Latino community, and now the anger has spilled into Mexico.

Mexican politicians and residents are calling Mecklenburg County commissioner Bill James' statements -- printed Friday in one of Mexico City's leading newspapers -- an example of growing hostility against Latinos in the United States.

James, a Republican, made the comments during an April 15 commissioners meeting while discussing government contracts and whether illegal immigrants pay taxes. Near the end of the talk, Commissioner Norman Mitchell, a Democrat, mentioned a recent Charlotte Observer article reporting that illegal immigrants paid taxes.
James interjected that prostitutes and drug dealers also pay taxes. ''Al Capone paid taxes,'' he said.

James said Thursday his comments were meant to show that immigrants, prostitutes and drug dealers all engage in illegal activity.

''You're breaking the law, you need to get right with the law,'' James said. ``It doesn't have anything to do with whether your hair is blond, brown or black. It doesn't matter what your skin color is, your eyes, whatever.''

The controversy over James' comments reached Mexico at a time of growing concern about anti-immigrant feelings damaging U.S.-Mexico relations. Mexican President Felipe Calderón in February denounced sentiments in the United States that he said characterize ``Mexicans as the enemy.''

José Jacques Medina, a member of Mexico's lower house of Congress, said this is not the first time he has heard about James. He also said he's aware of the commissioner's proposals to deny county services to undocumented immigrants.

''This is just racism, comparing us to prostitutes and narcotraffickers, in order win votes,'' said Jacques Medina, secretary of the commission on Population, Border and Migratory Affairs.

Oscar Avila, a 19-year-old pen salesman in Mexico City, struggled to understand James' feelings. He said he's aware of opposition to undocumented workers in the United States but said he had never heard such ''strong'' comments that compare an entire community to criminals.

''He's just discriminating against the people,'' said Avila. ``He's calling people, who are just trying to make a better life for themselves, narcotraffickers. That's not right.''

The controversy took hold this week in Charlotte's Latino community and has been the focus of most reports and stories on local Spanish language radio and newspapers.

''No one has been talking about anything else but Bill James,'' said Rafael Prieto, editor of Mi Gente Spanish language newspaper in Charlotte. An image of Mi Gente's front-page story on James' comments was reproduced in Mexico City's El Universal Newspaper -- featured prominently next to stories about the U.S. presidential campaign.

German De Castro, chair of the Hispanic Democrats of Mecklenburg County, has demanded that James apologize for making blanket statements that inflame feelings against the immigrant community.

''What if you had two girls, 16 and 19 years old, and he called them prostitutes?'' asked De Castro. ``That's what he did. He said all the women were prostitutes. And all the men were drug dealers. How are you going feel? You're going to be irate.''

James said had no intention of issuing an apology.

''Why would I owe someone an apology for telling the truth?'' James said. ``I think that America needs to get a backbone. We have become a country of wimps. I'm not going to apologize for stating the truth. Period.''

While James' comments anger the Hispanic community, they likely will win support within his conservative base, said Ted Arrington, a political science professor at the University of North Carolina Charlotte. James represents one of the most conservative areas of Mecklenburg County.

''For them,'' Arrington said, ``this is red meat.''

Why Nativists and protectionists poisoned the Immigration debate rather than a constructive solution to the problem?






For years Undocumented Immigrants has been accused that they are drained the Social Services like Medi care and Medi Caid but the big part of the equation that no one said anything is Health Care fraud.!!!!!!!!!! Why?.

I had been exposed several of Health care frauds ending up in Billions of dollars in taxpayers pocket expenses and scapegoating the Undocumented Immigrants.

The undocumented people are denied almost all benefits but, yet they are a huge contribution to the economy. The point is that Corporate America Is treating immigrants like slaves. Therefore segregation is not over.

So is not the right to live anywhere one wishes as long as one is peaceful human; right? Who is it to say those in power, those more bigoted or wealthy can tell another human where they are allowed to pursue happiness and peace. Deny welfare or medical benefits but work hard, paid taxes, get lower wages, then being persecuted, scapegoated, diminished and demonized.!!!!!!! Those are our Human Values?.

It's pretty clear that we need immigrants from a macroeconomic level, but we need a Humane comprehensive Immigration reform..

And so it is today with health care fraud, a burgeoning crime plague that's adding up in a big way, big-ticket scheme after big-ticket scheme, essentially costing you money every time you walk into a hospital or doctor's office or fill a prescription, whether you know it or not. The National Health Care Anti-Fraud Association estimates that this fraud collectively costs Americans between $60 billion and $100 billion a year. Ouchhhhhhhhhhh.

We're the primary investigative agency, with jurisdiction over federal programs like Medicare and Medicaid (both big targets) and private insurance programs, all the while working hand-in-hand with plenty of public and private sector partners.
Locally, our agents team up with their investigative counterparts on health care fraud working groups, task forces, and strike teams to tackle the biggest scams. Nationally, we have a Health Care Fraud unit at FBI Headquarters that helps support and coordinate field investigations and leads field-wide initiatives.

An anniversary, of sorts. It was 15 years ago, actually, that we ran our first major health care fraud investigation—"Operation Gold Pill." It involved about a thousand "professional patients" getting prescriptions for medicine they didn't need and having them filled at pharmacies that billed Medicare for much more than the cost.

"There's literally millions of ways to defraud health care," our Associate Deputy Director Joseph L. Ford told reporters this week. "They come up with new ways every day." Just a very few examples of what we see:

Hospitals, doctors, pharmacists, and other care providers submitting fake bills for services never rendered—or overcharge;

Service providers charging insurance for unnecessary and costly procedures;

Doctors selling prescriptions to patients for cash;

Companies billing insurance for expensive equipment but providing poor substitutes;
Crooked docs enticing patients to visit their offices for "free services" or gifts, then stealing their personal information and using it to file fake claims

Marijuana:

U.S. is the major consumer for this drug and the threat associated with marijuana trafficking and abuse is rising, largely the result of a growing demand for high-potency marijuana as well as a concomitant increase in the drug's availability.
An increase in domestic cannabis cultivation by DTOs contributes to this threat, particularly the recent expansion of cultivation operations by Asian, and Cuban DTOs. Mexican DTOs are moving some of their operations from western to eastern states and to remote areas where cannabis has not been previously cultivated.

Canada-based Asian DTOs and criminal groups are cultivating large quantities of high-potency marijuana in indoor sites in various regions of the country, and they are expanding their networks to control a greater portion of wholesale marijuana distribution.

Cuban groups appear to have increased and expanded their operations significantly in 2006 and 2007 from southern Florida to other southeastern states, particularly Georgia and North Carolina.

Marijuana potency reached its highest recorded level in 2006, most likely attributable to improvements in outdoor and indoor cultivation methods. The University of Mississippi Potency Monitoring Project data for 2006 indicate that the average THC (delta-9-tetrahydrocannabinol)--the psychoactive chemical in marijuana--level in tested samples of marijuana increased to the highest-ever recorded level since the project's inception in 1975. According to project data, the average THC content of all tested marijuana samples nationwide increased to 8.77 percent in 2006, nearly doubling since 1996 (4.50%.

The national average potency of marijuana appears to be increasing because of a rising prevalence in domestic drug markets of high-potency marijuana that is generally produced in Canada and the United States through improved and highly efficient outdoor and indoor cultivation methods.

Cocaine:

The major part of this equation is the Consumer; U.S. is the major consumer of this drug, the other Mexico is the major corridor but not the producer. The major producer of Cocaine in 2006 is primary Bolivia, Colombia, Peru but What Lou Dobbs denied and continue be blind toward the true. It is that Cocaine availability decrease in 2007 do to the law and military enforcement in Mexico including extraditions of key members of Mexican DTOs. Even the Drug abuse warning Network appear to support the assertion of decreased cocaine availability. Although the best available estimates indicate an increase in coca cultivation in South America, the rapid adaptation by coca growers and their changing cultivation practices challenge analysts' ability to develop cocaine production estimates with a high degree of certainty.

The land area surveyed for coca cultivation in South America increased each year from 2004 through 2006, and in each year, coca fields were discovered in areas not previously surveyed or known for large-scale coca cultivation. Analysts are uncertain as to how long these newly discovered coca fields have been active. Moreover, analysts also are uncertain about the productivity of coca fields that are rapidly replanted after aerial eradication and about the productivity of vigorously pruned coca bushes.

Moreover, national cocaine positivity rates from workplace drug tests were 21 percent lower during the second quarter of 2007 (0.553%) than during the same period in 2006.
The imprecision of these studies, combined with uncertainties regarding total cocaine production and U.S. consumption, makes it difficult to determine the extent to which expanding non-U.S. markets have contributed to recent cocaine shortages in the United States
.

Methamphetamine:

Production and distribution are undergoing significant changes. Methamphetamine use has stabilized nationally after increasing during much of the 1990s through 2002, and domestic production of methamphetamine has decreased dramatically since 2004. Nevertheless, the increasing prevalence of high-purity ice methamphetamine throughout the country and the expansion of Mexican and, more recently, Asian DTO methamphetamine networks have largely sustained methamphetamine markets in the United States. Despite significant chemical import restrictions in Mexico.

Moreover, large-scale production of methamphetamine has increased significantly in Canada as outlaw motorcycle gangs (OMGs) and Asian DTOs expand their position with respect to methamphetamine production in Canada. Some methamphetamine produced in Canada is distributed in U.S. drug markets, particularly methamphetamine tablets sold as MDMA. Nevertheless, Mexican DTOs distributing Mexican methamphetamine continue to dominate domestic markets.

1.-Mexican DTOs are circumventing chemical sale and import restrictions in Mexico in order to maintain large-scale methamphetamine production in that country.

2.-Methamphetamine production in Canada has increased; some Canadian methamphetamine is intended for distribution in U.S. drug markets

3.-State and federal precursor chemical controls and sustained law enforcement pressure continue to drive down domestic methamphetamine production levels

4.-Methamphetamine availability trends in U.S. drug markets are mixed; some markets in western states have reported sporadic and temporary shortages, while markets in other regions have reported stable to increasing availability.

5.-Law enforcement pressure and chemical controls in the United States and Mexico appear to be contributing to intermittent methamphetamine shortages in some
western drug markets

Methamphetamine production in Canada has increased; some Canadian methamphetamine is intended for distribution in U.S. drug markets. Anecdotal law enforcement reporting and laboratory seizure data from Canada indicate a potentially significant increase in large-scale production of both ice methamphetamine and methamphetamine tablets since 2005.

The purported increase has been attributed by Canadian law enforcement officials to Canada-based Asian (Chinese and Vietnamese) criminal groups and OMGs (particularly Hells Angels Motorcycle Club), that reportedly produce the drug in large-scale laboratories in rural and residential areas of the country.

According to the Royal Canadian Mounted Police (RCMP), methamphetamine tablets are produced primarily by Canada-based Asian DTOs in Quebec, particularly in Montreal. Conversely, ice and, to a much lesser extent, powder methamphetamine is produced in laboratories operated by OMGs and Asian (primarily Chinese, but also Vietnamese) DTOs in superlabs18 in central and western provinces such as Alberta, Manitoba, and Saskatchewan.

Methamphetamine producers in Canada acquire pseudoephedrine through relationships with illicit chemical brokers in China, from Indo-Canadian brokers who smuggle the drug from India, and through the diversion of legitimate supplies in Canada.
RCMP reporting and laboratory seizure data indicate that methamphetamine producers in Canada currently have little difficulty acquiring bulk ephedrine or pseudoephedrine because most methamphetamine laboratories seized in 2006

15 of 23--had the capacity to produce 20 or more pounds of product per production cycle, and 6 had the capacity to produce between 2 and 20 pounds. According to RCMP reporting, most of the methamphetamine produced in Canada is intended to supply growing demand in that country; however, some is intended for distribution in the United States, Japan, and Australia.

Canada-based methamphetamine traffickers typically transport ice and tableted methamphetamine into the United States through the same smuggling routes used by traffickers to smuggle Canadian marijuana and MDMA into the United States. In fact, tableted methamphetamine produced in Canada is sometimes sold in the United States as MDMA to unsuspecting buyers, most likely in an attempt to stretch their MDMA supplies

Competition between people of different races, cultures, and nationalities is a natural result of globalization. It is a challenge, not a menace. I hope America will rise to meet this challenge instead of piling accolades at the feet of those, like Lou Dobbs, who make their living by blaming bad economic times on the mysterious "other."

U.S. agents accused of aiding Islamist scheme.the case was never prosecuted.

A criminal investigations report says several U.S. Citizenship and Immigration Services employees are accused of aiding Islamic extremists with identification fraud and of exploiting the visa system for personal gain.

The confidential 2006 USCIS report said that despite the severity of the potential security breaches, most are not investigated "due to lack of resources" in the agency's internal affairs department.

"Two District Adjudications Officers are allegedly involved with known (redacted) Islam terrorist members," said the internal document obtained by The Washington Times.

The group "was responsible for numerous robberies and used the heist money to fund terrorist activities. The District Adjudications Officers made numerous DHS database queries to track (Alien)-File movement and check on the applicants' status for (redacted) members and associates."

According to the document, other potential security failures include reports that:

Employees are sharing detailed information on internal security measures with people outside the agency.

A Lebanese citizen bribed an immigration officer with airline tickets for visa benefits.

A USCIS officer in Harlington, Texas, sold immigration documents for $10,000 to as many as 20 people.

A USCIS employee, who wished to remain anonymous for fear of reprisal, said many of the complaints in the multipage document are as many as three years old.

"Terrorists need immigration documents to embed in our society and work here without raising alarm bells," said the employee.

"Whether through bribing an immigration officer, an employee with the department of motor vehicles, or utilizing highly effective counterfeit documents produced by the Mexican drug cartels. They are always looking for that documentation to live amongst us."

Bill Wright, spokesman with USCIS, said that he could not comment on any ongoing investigations but that USCIS "takes all internal allegations seriously."

"The investigations that are referenced are ongoing investigations that we can not comment on," Mr. Wright told The Times. "We take all of these allegations seriously, and we are acting on them. For anyone to suggest that they are ignored is blatantly wrong."

In March, USCIS established the Office of Security and Integrity to investigate internal corruption.

"We'd like to clean up our own house first," Mr. Wright said.

The office would add 65 investigators and internal-review specialists, for a total of 245 employees and contract employees, but none of the new 65 vacancies approved in March has been filled.

The Times disclosed a confidential DEA report substantiating the link between Islamic extremists. The 2005 DEA report states that Middle Eastern operatives, in U.S. sleeper cells, are working in conjunction with the cartels to fund terrorist organizations overseas. Several lawmakers promised congressional hearings based on the information disclosed in the DEA documents.

USCIS Director Emilio Gonzalez in March told Congress that he could not establish how many terror suspects or persons of special interest have been granted immigration benefits.

"While USCIS has in place strong background check and adjudication suspension policies to avoid granting status to known terror risks, it is possible for USCIS to grant status to an individual before a risk is known, or when the security risk is not identified through standard background checks," said a statement provided to lawmakers.

"USCIS is not in a position to quantify all cases in which this may have happened. Recognizing that there may be presently known terror risks in the ranks of those who have obtained status previously."

Mr. Gonzalez's response, along with the 2006 USCIS document obtained by The Times, show a "pattern of national security failures that have put the nation at risk," the agency source said.

Another investigation involved more than seven USCIS and Immigration and Custom's Enforcement (ICE) employees — including special agents and senior district managers — who were moving contraband via "diplomatic pouches" to the United States from China.

ICE — the original investigating agency — downgraded the criminal investigation to a managerial problem, and the case was never prosecuted, a source close to the investigation said.

In 1996 a young man named Jeremy Flanders was beaten nearly to death by fellow inmates in Tent City. He was put on life support and during that time his head had swollen so badly that it nearly swallowed his ear on one side. Flanders, who was well behaved and a favorite of the guards, sustained permanent brain damage as a result of his injuries.

The weapon used to beat Flanders was a rebar tent stake. These rebar tent stakes which were easily removed from the ground were often used as weapons, a problem easily remedied by cementing the stakes into the ground.

In his stinging 26 page opinion Judge Jefferson L. Lankford stated that “The sheriff and his deputies had actual knowledge that prisoners used rebar tent stakes and tent poles as weapons and did nothing to prevent it.” He went on to say, “The sheriff admitted knowing about, and in fact intentionally designing, some conditions at Tent City that created a substantial risk of inmate violence: i.e., the lack of individual security and inmate control inherent in a tent facility; the small number of guards; a mixed inmate population subject to overcrowding, extreme heat, and lack of amenities. The history of violence, the abundance of weaponry, the lack of supervision, and the absence of necessary security measures supports the jury’s finding of deliberate indifference to inmate safety.”

The appeals court awarded 635,000 dollars to Flanders. Arpaio was held personally liable for thirty-five percent of the judgment.

That same year, Scott Norberg died of positional asphyxia after being beaten and forced into a restraint chair by guards. Norberg was tased more than twenty times although he was fully subdued and posed no threat to the officers. Research by the (ABC) 20/20 investigative staff indicates that the officers involved knowingly ignored signs that they were killing Norberg.

Although many healthy men and women have exited Arpaio’s jails in a gurney, it seems that the infirm and disabled are at particularly high risk in Maricopa County’s gulags. In fact, in some cases, it seems that they are singled out for abuse.

Deborah Braillard was a diabetic inmate who was denied her insulin for over two days. When her constant moaning became too much for her cellmates to bear, the guards moved her to an empty cell where she could writhe in pain alone. She died in the hospital.

Mentally handicapped Charles Agster, who weighed only a hundred and thirty-two pounds, was arrested on loitering charges after refusing to leave a convenience store. He was taken into the prison hogtied and wrenched so tightly into a restraint chair that he died within minutes. Although Arpaio admits no wrongdoing, he refuses to let the family of Charles Agster see the surveillance footage of their son being put into the restraint chair.

Paraplegic, wheelchair-bound Richard Post was arrested for being disruptive in a bar. After some time in a cell he complained to the guards that his catheter was full. He flushed the toilet several times in order to get their attention. Instead of giving him medical care the guards strapped him into the restraint chair so tightly that they broke his neck. He is now a quadriplegic.

A blind inmate, Brian Crenshaw, who refused to show his identification card in a lunch line, was savagely beaten by guards and left in his cell for six days without medical treatment. Despite overwhelming evidence to the contrary, Arpaio insists Crenshaw suffered ruptured intestines, a broken neck, several broken toes, and extensive internal bleeding from “falling off a bunk” a little over four feet high.

And although the counterproductive barbarism of Arpaio’s reign should be the paramount issue it seems that money is the only thing that will pique the interest of Phoenician reporters. The attitude of our local press is best represented by the closing comment in an Arizona Republic article by Ed Montini -- “The Rising Cost of Indifference in Arpaio’s Jails.” When referring to the county supervisor's apathy to the horror stories leaking from the walls of Arpaio’s prisons and jails he said that their indifference “…would be fine only if all of this wasn't paid for with our money.” But now that the cost of Arpaio’s incompetence is mounting even the Arizona Republic is regularly printing anti-Arpaio articles.

Even though it seems cold to transcribe these tragedies into the language of dollars and cents it is unfortunately necessary to do so because their blood and our money are irreversibly intertwined. When inmates die or suffer permanent injury so needlessly, they or their families seek damages. The lawsuits resulting from the inhumane treatment of prisoners in Arpaio’s dungeons represent the largest portion of the mountainous debt that will be paid in the decades after Arpaio’s irresponsible reign.

The appeals court awarded 635,000 dollars to Flanders, 30% of which Arpaio had to pay personally. The Norberg family received an 8.5 million dollar settlement on their son’s behalf. Michael Manning, the attorney for the Norberg family, is suing on behalf of Braillard’s son and father for 20 million dollars. The family of Charles Agster is seeking 25 million. Maricopa County paid Post 850,000 dollars for his injuries and the Crenshaw family is suing as well.

Pink Underwear, Potato Chips, a Pension and a Penthouse Suite

Between 1995 and 1999 Arpaio’s deputies were reporting that tens of thousands of dollars in cash, raised from the sale of souvenir boxer shorts, were disappearing in the office of Arpaio’s Chief Deputy David Hendershott.

Hendershott, who was solely responsible for the management of this money, is Arpaio’s closest ally and second in command. Arpaio refuses to investigate the allegations.

But the 40,000 dollars in missing underwear money is small potatoes in comparison to the commissary budget. For most prisoners a 2000 calorie a day diet (including ketchup packets) doesn’t hit the spot. As a result Arpaio runs a commissary where inmates can purchase snacks and treats at highly inflated prices. The inmate patronage creates profits in Arpaio’s commissaries to the tune of 6 million dollars a year.

This handsome sum goes entirely unaccounted for because Arpaio refuses to release the public records detailing the use of these profits despite laws requiring him to do so. In September 2004 The Phoenix New Times filed suit against the MCSO. But Arpaio apparently has the support of the local judges because in August 2005 Superior Court Judge Michael D. Jones ruled MCSO officials had not acted in bad faith when they refused to release the records.

Perhaps Arpaio and Henderschott spent all of their commissary and underwear income on real-estate. This however, is impossible to prove, since all of Arpaio and Hendershott’s public real-estate records have also been sealed (with the exception of two properties worth approximately 690,000 which Arpaio purchased with cash).

Arpaio claims he seals his real-estate records because of all the death threats he receives, an unlikely but sufficient excuse.

In 1999, Hendershott was retired and given a 51,000 dollar a year peace-officer pension. Hendershott was then re-hired the same day for the same position, as a civilian, and was allowed to keep his retirement. This impropriety scored Arpaio a scathing front page report in the Arizona Republic but this did nothing to deter him from the obvious act of favoritism.

Add the estimated 80 plus million dollars in civil lawsuits to the 40,000 dollars from the pink underwear sales, the 6 million dollars a year from the commissary budget, the hundreds of thousands of dollars wasted on the purchase/maintenance of toys like a .50 caliber machine gun, an armored personnel carrier, a full sized tank, a 70,000 dollar armored Crown Victoria, and a lavish 800,000 dollar a year penthouse office atop the lofty Wells Fargo building (apparently the view from the county provided office isn’t sufficient) and you have a staggering sum; a sum that cannot be paid by further reducing the inmates’ caloric intake.

20 migrants found dead off the Bahamas

NASSAU, Bahamas - The bodies of 20 migrants have been recovered from the sea near the Bahamas after their boat apparently capsized, the U.S. Coast Guard said Monday as it searched for survivors.

The bodies of 19 Haitians and one Honduran were recovered and three survivors — two Haitians and one Honduran — have been found, said Barry Bena, a Coast Guard spokesman in Miami. Authorities are interviewing the survivors to determine what happened.

The search-and-rescue mission began Sunday after fishermen heard people screaming in the water.

The accident happened about 15 miles northwest of Nassau, Bahamas, according to the Coast Guard. A cutter, helicopter and a jet from the Coast Guard and two Bahamas military vessels continued searching the area Monday, Bena said.

Crisis in Haiti

Every year, thousands of Haitians try to leave the Western Hemisphere’s poorest country aboard rickety, overloaded boats for other islands or the United States.

Soaring food prices have pushed many into abject poverty and triggered riots earlier this month in Haiti, but this has not translated so far into a spike in the number of migrants.

Last year a migrant boat capsized near the Turks and Caicos islands, pitching Haitians into shark-infested waters. At least 61 people died.

Alarming internal emails within the San Diego Minuteman Group. They called immigrants “cockroaches,” “wetbacks” and other slurs.









An immigrant rights organization released this week alarming internal e-mails circulated among members of the San Diego Minutemen, considered one of the most aggressive, anti-illegal immigrant groups in the United States.

Although this group publicly maintains that it is not racist and opposes only illegal immigration, the candid communications among its members frequently describe immigrants as “cockroaches” and “Third-World animals,” among other pejorative terms.

One e-mail from June 2007 says group members would “need a portable battery operated freezer...for store of filets, hams and ribs of well-marbled border crossers ” during an outing to stop illegal border crossers.

The release of the e-mails comes at a time when protests carried out by The Minutemen and their sympathizers have started to pick up, ending a lull after the October wildfires.

In recent weeks, group members have picketed sites in San Ysidro, Lemon Grove, Santee, Carlsbad, Bonsall, Vista, and Oceanside, mainly where Latino laborers gather to seek work. They also protested in front of the Mexican Consulate in downtown San Diego and at a “mobile” consular event in San Marcos.

A protest took place April 12 at a church in Fallbrook, the site of a previous tense clash between a man and a protestor who was videotaping him.

Law enforcement authorities worry that these kinds of confrontations have the potential to turn violent, even deadly.

The California Rural Legal Assistance Foundation is an organization that monitors the actions of The Minutemen and off-shoot groups. Its director, Claudia Smith, said she obtained the e-mails from a person on The Minutemen distribution list.

She called their content “classic racist language.”

“Don’t ‘trespass’ into the parking lot proper , even though the degrados (sic) are permitted to swarm there like human cockroaches,” reads an e-mail by Mike Spencer, a cofounder of The Minutemen, to other group members apparently preparing for a protest on June 9, 2007.

He did not return phone calls.

The messages date from June 2006 to March of this year and can be read on the foundation’s website, at minutemenuncensored.com.

Jeff Schwilk, founder of the San Diego Minutemen, said some of the e-mails made pubic by the foundation “look familiar”, but denied that his group called immigrants “cockroaches,” “wetbacks” and other slurs.

We send out thousands of e-mails and the fact that they selectively took a couple and then they pull out one sentence out of context and say, ‘oh, it proves this’ is wrong,” Schwilk said.

Nobody has been able to prove to me that we are racists in three years,” he added.

He hung up the telephone when asked to explain how his group’s web page maintained that it did not tolerate racism while some of its members and supporters referred to Latino immigrants using ethnic slurs.

Smith has videotaped a series of encounters between Schwilk and his supporters and day laborers and their supporters.

The clips show the tactics used by the Minutemen against the people they are targeting and their response. They include yelling insults at the people and shoving and yanking on them. Group members can be seen wearing caps with the insignia of the federal agencies Immigration and Customs Enforcement and the Border Patrol.

In one video, after exchanging screams and insults in front of St. Peter’s Catholic Church in Fallbrook, a man is seen destroying a camera belonging to a Minuteman sympathizer, who responds by dousing that person’s face with pepper spray.

Óscar García, the Deputy District Attorney who heads the hate crime unit, has investigated Schwilk and other Minutemen members in connection with the vandalism committed at a several camps for homeless laborers in Rancho Peñasquitos early last year.
The investigation continues, and a $10,000 reward is being offered to obtain information about who slashed the clothes, blankets and other personal belongings at the canyon camps.

Garcia worries about what one of these protests might provoke.

I wouldn‘t be surprised if one day I read in the paper or see on the news that there has been a serious injury or death resulting from all the hostilities of the day labor sites,” he said.

The Southern Poverty Law Center, a leading organization that tracks hate groups on a national level, categorized the San Diego Minutemen as an “nativist extreme” organization, one that goes beyond opposing issues like illegal immigration and that hounds and threatens individuals it disagrees with.

Mark Potok, who compiled the list of extremist organizations for the center, said the San Diego organization is one of the most aggressive and active of the 150 or so anti-immigrant groups nationwide classified as “nativist extremists.”

They qualify probably more than any other group,” he said from Washington, D.C. “it‘s a form of low-level terrorism, harassing people who they disagree with.”

The San Diego Minutemen were founded in October 2005 after similar groups drew national attention by setting up watch camps in the Arizona border in the spring of that year.
Their website says the organization has 800 members in San Diego and Orange counties.

These days, protests by the San Diego Minutemen range from a couple to several dozens. They visit day labor sites as well as areas near the border. They are usually followed by activists who monitor the encounters between the Minutemen and the laborers.

However, both groups have become increasingly aggressive in engaging each other.

Schwilk has been the target of several lawsuits, including one by a Korean-American activist who accused him of libel after The Minutemen circulated messages and photos that characterized her as a prostitute.

This year the Minutemen sued Caltrans to reclaim a stretch of highway it had “adopted” near the San Clemente immigration checkpoint.

The state agency changed that stretch of Interstate 5 for a section of Route 52, citing safety concerns, saying that someone could stop on the side of the heavily traveled freeway to protest or support the Minutemen if group members were picking up trash in that spot.

The next hearing in that lawsuit is scheduled for May 5.

For now, the San Diego Minutemen and other like-minded groups have increased their presence.

Lt. Álex Domínguez, of the Sheriff’s substation in Fallbrook, where many of the clashes between the two sides have taken place, said the Minutemen sympathizers reappeared last week for the first time since the October wildfires at a gas station where day laborers tend to congregate.

For us it’s a challenge to balance public safety and freedom of speech,” he said. “It worries us (that something serious could happen someday), and that’s why we invite people to be courteous and obey the law

Bush’s Border Fence Destroys Wilderness.

The Bush administration is pushing ahead with what critics say is a final act of environmental vandalism in casting aside more than 30 laws and regulations to complete a 670-mile stretch of fence along the US-Mexico border by the end of this year.
The remaining 350-mile section of the planned anti-immigrant fence will run from the Colorado river to the remote Peloncillo mountains on the New Mexico border, slicing through the delicate fabric of an extensive network of national parks, monuments, wildlife refuges, forests and wilderness areas.

The controversial fence will divide Native American reserves as well as cutting through lands which have been handed down through families since Spanish colonial times.

Bulldozers and construction teams will soon move on to previously protected federal lands with some of the richest and most diverse natural habitats in the US. The resulting barrier, including banks of floodlights to light up the desert sky, will be impenetrable to many mammals but not necessarily to humans.

Illegal immigration is one of the hottest issues in the US presidential election and a sore point for the Republican candidate, John McCain. The Bush administration wants to show progress on an issue which the polls show is important to conservative voters. After being harshly criticised for being weak on immigration, Mr McCain recently changed tack to support the controversial fence.

The Bush administration says the barrier is needed to increase national security and the Homeland Security Secretary, Michael Chertoff, defended the decision to disregard environmental laws as enabling “important security projects to keep moving forward.” By mid-March, 309 miles of the fence was in place, with 361 miles left to complete, some 267 miles of which are federal lands. Mr Chertoff said that more than 100 meetings had been held with environmental groups and Native Americans to try to achieve compromise on the objections to the last, and most difficult, leg.

The sheer isolation of the Arizona border region has made its public lands a place of abundant wildlife and plants, many of which are found nowhere else in the US. The fence will cross vast desert valleys crowded with saguaro cactus and ancient ironwood trees, as well as forested mountain peaks and rivers bordered by graceful cottonwood forests.

An alliance of environmental organisations says it will endanger Sonoran pronghorns, burrowing owls and put two types of endangered cougar-like cats - the ocelot and the jaguarundi - at risk of extinction by preventing them from swimming the Rio Grande to mate.

For the last 10 years, the dramatic rise in immigration enforcement efforts in heavily populated areas such as San Diego and El Paso has driven immigrants, and drug traffickers to the remote borders of Arizona as they seek to enter the country.

The US Border Patrol has followed the immigrant trail, bringing havoc in its wake by using off-road vehicles and low-flying helicopters, which the Defender of Wildlife organisation says “has resulted in significant environmental degradation in some of the most pristine and valuable wildlife habitats in the nation”.

Even as the fence is being built, debate continues about whether it will do much to stall illegal immigration. Fernando Carrillo, a 32-year-old construction worker who was deported from Arizona six months ago, told the Associated Press it would not stop him from trying to get back to his wife and children in Phoenix. “They can do what they want, but we will keep trying,” he said beside the new barrier west of Nogales

Dad to fight sister-in-law's deportation.


FOUR months ago, he suffered the devastation of tragically losing his wife just days after she gave birth to their first child.

Now David Pickett is determined to fight on in the battle to persuade the authorities to allow his sister-in-law to help care for baby Christopher in their hour of need.

As reported in yesterday's Daily Echo, late on Monday night Nerissa Dizon was reluctantly forced to return home to the Philippines after being ordered to leave Britain by the Home Office.

An administrative error on an emergency visa, issued to allow the 24-year-old trained nanny to attend her sister Jasmine's funeral, meant that she was unable to apply to extend her stay.

Having seen how hard civil engineer David, 42, of Pennington Close, Colden Common, was finding it to balance work and caring for his new son alone, she had offered to step in to care for the baby.

However, immigration officials have put a halt to her selfless suggestion, which involved quitting a job back home and leaving behind family and friends, by insisting that it would constitute her taking employment

Nerissa was ordered to leave Britain as soon as her visitor's visa expired, and was told that she should return home and then reapply to come back.

Despite having the backing of his local MP, priest, and community groups, David now fears a recent rule change will mean that the application is doomed to failure because of a new quota system.

"The plan is that she's got all the documents to apply for a work visa, and we'll do that with various letters of support, because they've said that's the sort of thing she needs," he said.

Strong "We'll make our case as strong as we can and go through that process, and see how far it gets.

"We can hope."

Even if the Home Office does look favourably at the application, it is likely to be several months before Nerissa can return to help care for Christopher.

When David married Jasmine, they were forced to spend five months in separate countries while Jasmine's spouse's visa was processed.

In the meantime, he is now enlisting the help of family and friends to care for his young son and continue working, but he is worried that if Nerissa is not allowed back, he cannot afford a 24-hour nanny and could be forced to give up work.

"This'll be a way of dealing with things for the time being without having to make any drastic decisions," said David.

"But in the long term it's not fair on my parents to ask them to take on the majority share of care, and it's not fair on Christopher to keep moving him around."

Federal immigration agents raided Pilgrim's Pride poultry plants in five states Wednesday in a crackdown on an alleged scam to provide fake identification for illegal immigrant workers, authorities said.

More than 100 people were expected to be charged in the raids at the nation's largest chicken producer, Julie Myers, U.S. Immigration and Customs Enforcement assistant secretary, told The Associated Press.

"Identity theft is a horrible problem that can ruin a person's good name," Myers said.

The raids were part of a long-term investigation, officials said. Plants in Mount Pleasant, Texas, Batesville, Ark., Live Oak, Fla., Chattanooga, Tenn. and Moorefield, W.Va., were raided, authorities said.

Ray Atkinson, a spokesman for Pittsburg, Texas-based Pilgrim's Pride, said the company went to ICE agents with information about identity theft at the Arkansas plant. Atkinson said the company uses a federal database to check identity documents of new employees, but that wouldn't stop a person from using a real, but stolen ID.

Atkinson said no criminal or civil charges have been filed against the company, which has about 55,000 employees and operates dozens of facilities mostly across the South and in Mexico and Puerto Rico.

"We knew in advance and cooperated fully," Atkinson said.

The poultry raids were the largest of several immigration enforcement actions taken across the country Wednesday.

Agents arrived before dawn at a Houston doughnut plant and arrested almost 30 workers suspected of being in the country illegally. Robert Rutt, the agent in charge of the Houston ICE office, told the Houston Chronicle some of the people arrested lived at the Shipley Do-Nuts dough factory.

In Buffalo, N.Y., federal law enforcement officials announced the arrest of a Buffalo-area businessman and nine associates accused of employing illegal Mexican immigrants in seven restaurants in four states.

Authorities also arrested 45 illegal immigrants during the early morning raids in western New York, Bradford, Pa.; Mentor, Ohio; Wheeling and New Martinsville, W.Va., and Georgia.

Authorities said the workers were forced to staff the Mexican restaurants for long hours with little pay to work off smuggling fees and rent.

The restaurants' owner, Jorge Delarco of Depew, is charged with conspiring to harbor illegal aliens. He was due in court Wednesday afternoon and it was not immediately known if he had a lawyer
