>

A Brazilian judge issued an arrest warrant Wednesday for a U.S. immigration officer accused of soliciting an 11-year-old boy for sex in Rio de Janeiro.Michael Joseph Clifford, 43, of Providence, Rhode Island allegedly took the boy, one of Rio de Janeiro's many impoverished street children, to his Copacabana hotel room last month and paid him US$175 for sex, police inspector Jairo Pessanha said.Clifford, who has since returned to the United States, is accused of child sex exploitation and sexual abuse of minors. The charges that carry up to 26 years in prison, Pessanha said. The Associated Press left messages seeking comment at several phone numbers listed under Clifford's name in the Providence area, but they were not immediately returned. The U.S. Immigration and Customs Enforcement in Washington said the agent has been placed on leave while it conducts its own investigation.Brazilian authorities say hotel personnel handed over security camera footage showing Clifford and the boy entering the hotel at 3:00 a.m. on March 15 and leaving five hours later.Pessanha said the cameras also filmed Clifford giving money to two Brazilian men who allegedly arranged the encounter. They were arrested on Wednesday and face similar charges.Police are still investigating whether a larger sex ring could be involved, the inspector said.Pessanha said the suspect traveled to Brazil frequently to escort deported illegal immigrants here.Police, U.S. consular officials and Interpol and FBI agents will meet on Thursday "to discuss how to get Clifford back to Brazil to stand trial," he said.

A,B,C,D,E,F Follow me a Former Teacher sentenced to more than 20 years in prison on child pornography charges.

Oklahoma City, Oklahoma - John C. Richter, United States Attorney for the Western District of Oklahoma, announced today that MARK D. RICE, 50, of Oklahoma City, has been sentenced to 262 months in prison for producing and possessing child pornography.
During 2001, Mr. Rice was employed as a teacher at ASTEC, a charter school in Oklahoma City. In November of that year, the Oklahoma City Police Department arrested Mr. Rice based on complaints from the school relating to child pornography and recovered numerous images of child pornography at his residence. He has been incarcerated since December 6, 2001, primarily at the Oklahoma County Jail.

Mr. Rice pled guilty to four child-pornography felonies on May 6, 2002. These crimes included taking pornographic photographs of a very young child at his apartment in Oklahoma City, transporting across state lines a videotape that he made of himself engaging in sexual conduct in the presence of child when he worked as a teacher in Mississippi, and possessing compact discs containing images of child pornography. On December 4, 2002, he was sentenced to 262 months in prison for those offenses.

After this first sentence was imposed, Mr. Rice appealed unsuccessfully the legality of the search of his apartment. The case was remanded for re-sentencing, however, because of intervening changes in federal sentencing law handed down by the U.S. Supreme Court. On May 26, 2006, Mr. Rice asked the district court in Oklahoma City for permission to withdraw his guilty pleas. After hearing two full days of evidence in August of 2007, the district court denied that motion. Today the court imposed the same sentence as it did more than five years ago: 262 months in prison, to be followed by three years of supervised release. In imposing this sentence, the court concluded that a sentence above that recommended by the U.S. Sentencing Guidelines was appropriate.

In responding to the decision today, United States Attorney John C. Richter stated: "Child exploitation destroys innocent lives. In reflection of that reality, the Court today again concluded that Mr. Rice is an unrepentant child predator and imposed a very lengthy sentence. I hope that this sentence will serve as a strong message to those who are thinking about doing this to another child."

This case is the result of an investigation conducted by the Oklahoma City Police Department and the Federal Bureau of Investigation. The case was prosecuted by Assistant U.S. Attorneys David L. Walling, Scott E. Williams, and Randal A. Sengel

When Governments will start to taking strong actions against those who blaming their sickness, their poor judgement, their unlawful actions to destroyed kids life's.

Dad blames daughter for his sex deviance.

An Edmonton man who pleaded guilty to sexually abusing his five-year-old daughter and wrote her a letter of apology appears to be blaming the little girl.

The 43-year-old molester, who can't be named to protect the victim, told police his daughter "initiated the sexual acts" in the bedroom and in the shower.

FORGIVENESS

In his apology letter, the sex offender asks the girl's forgiveness for him "not showing better judgement" and says he should have stopped her more forcibly.

"I only wanted to show her that I loved her and that some things would have to wait for her to grow up, but to give knowledge of what to expect," he said in the letter
"I had only wanted to answer your questions as best as I could.

"I know that showing you was not the way and giving in to you was wrong. I didn't want you hating daddy because I wouldn't tell you what you wanted to know."

He also claimed the abuse was not sexual in any way and he did not get any pleasure out of it.
The man, who court heard has a previous conviction for sexual assault, ended the letter by asking the girl's mother if he can still say goodnight to the child.

The city father pleaded guilty to one count of unlawful sexual touching of a person under 14.

According to an agreed statement of facts, the man is the biological father of the victim, who recently turned eight, and was separated from the girl's mother during the offence period of March 1, 2005, to July 2, 2005.

He was living in a south-side basement suite and his daughter would visit him frequently and stay overnight once or twice a week.

MOM CALLED POLICE

The child's mother called police after the girl revealed her father was touching her sexually.

After being confronted during an interview, the man made some admissions to a detective, but he maintained she had "initiated the sexual acts."

During one of the incidents of sexual interference, the man was talking to his daughter about women having orgasms, according to the agreed facts.

The girl told the child abuse detective "she didn't think what was happening with her dad was a bad thing because (he) told her it wasn't."

Court of Queen's Bench Justice Mary Moreau ordered a pre-sentence report and a psychiatric assessment done on the man and a sentencing hearing was set for Feb. 19.

He remains free on bail, but is not allowed to have any contact with the girl
