Another Sicko.. it's really terrible happen in a Lehigh University. Devlin is solely responsible for his acts.
High Ranking school administrator charged with seeking Mom and child sex. Another way to drain the taxpayers money. Who's paying for those sicko's being in Jail, Rehabilitation, lawyers, released them from Jail with cash. Who's really draining the system undocumented immigrants or these sicko's.

From his office computer at Lehigh University, where he's a high-ranking administrator, Steven James Devlin spent two months trying to entice a mother into a secret lifestyle of sex with moms and their young daughters, authorities say.

But the ''mother'' was actually an undercover detective conducting an online sting. Late Tuesday, the day after arranging to meet her, Devlin was nabbed in a Delaware County parking lot, according to an arrest affidavit.

Devlin, 49, of Bryn Mawr, Delaware County, was arraigned Wednesday and jailed in the county prison under $250,000 bail on charges he used the Internet to seek sex with underage girls.''We need to trust each other, but i read about guys trapped by cops every day,'' he wrote at 1:57 p.m. Tuesday.

Phillyguy5 said he gets off work at 5:30 p.m., but they couldn't meet at his home because ''need to be careful about neighbors.'' They decided to meet in the parking lot of a Kohl's department store on Baltimore Pike in Morton, Delaware County, six miles from Devlin's home.
At 8:05 p.m., Devlin drove his black Lexus into the lot and parked four spots away from Carroll. He smiled at her. Holding a map, he feigned being lost. Then he got out of his car, scanned the lot and walked toward Carroll's car.

Detectives and local police arrested him. The affidavit states Devlin admitted he was ''Phillyguy5'' and had written all of his messages from his Lehigh office on Brodhead Avenue in Bethlehem.
Moran, the Lehigh spokeswoman, said Delaware County officials served the university with a search warrant Wednesday, but she didn't know if they took anything.

Devlin is one of a handful of vice provosts who report to Mohamed S. El-Aasser, provost and vice president for academic affairs, Moran said. El-Aasser reports to President Alice P. Gast.
Devlin's wife, Bonnie, is vice president of advancement at Lehigh.

Moran didn't know if Steven Devlin will be paid while he's on leave. She said he has been ''a strong employee'' since he was hired Feb. 23, 2003, from the University of Pennsylvania in Philadelphia.

In telephone interviews, neighbors said the Devlins have kept to themselves since moving from Media in 2003 to their $645,000 home in the Bryn Mawr section of Haverford Township.
''I think I know the name, but that's about all,'' said Joan Zeidman, who has lived in the neighborhood since 1994.

Another neighbor said the Devlins ''have great kids. It's just shocking.''

Diane Menio, director of the Philadelphia nonprofit Center for Advocacy for the Rights and Interests of the Elderly, said Steven Devlin served on the board until about the time he left Penn for Lehigh. ''He always seemed like a great guy,'' she said.

The sting that led to Devlin's arrest was conducted by the Internet Crimes Against Children Task Force, which includes local, state and federal agents. It was started in 2002 by Delaware County District Attorney G. Michael Green.

''In today's digital environment, the dangers presented by online predators cannot be understated,'' Green said in a news release.

Lehigh placed him on administrative leave, said university spokeswoman Tracey Moran. As vice provost for institutional research, Devlin heads the department that tracks student census data and faculty research projects.

The affidavit gives the following account:

Delaware County Detective Lisa Carroll, using an undercover screen name, on May 24 began trolling ''various public special interest chat rooms'' on America Online.

She soon received an instant message from ''Phillyguy5.''

''hi…we are in delco also!!!'' he wrote, referring to Delaware County.

Carroll told him she has 7- and 9-year-old daughters, and he told her that he has two daughters. For about 15 minutes, Phillyguy5 wrote of his love of teaching young girls about sex.
They didn't speak again until June 15, when Carroll signed back onto her fake AOL account and Phillyguy5 instantly said ''hi there.'' Carroll pretended to be nervous about offering her daughters, and the writer tried to ease her fears with directions.

''We get there ad girls run upstairs, your follow, they come back in tshirts and nothing else, little butts sticking out, the adults are naked already, your girls sit next to me,'' Phillyguy5 wrote.

He went on to say in graphic detail what he would do with the little girls.

''we will make plans for next week,'' he wrote.

''i am cool with that too,'' Carroll responded.

The affidavit continues:

On June 21, Carroll logged back into her fake account and Phillyguy5 soon typed her an instant message. Within several minutes, Carroll asked him about his trip to ''the mountains.''
''nice … hot times,'' he answered, describing sex acts he engaged in with ''two girls and their mom.''
In June and early this month, Phillyguy5 also reached out to another detective, Michele Deery, according to the affidavit. Deery was posing as a mother of 11- and 14-year-old girls. They discussed a possible meeting at a hotel or a condo belonging to a friend of his.
On June 25, the detectives learned from AOL that Phillyguy5 was Devlin's screen name.Although he kept seeking sex with Carroll and her daughters, Phillyguy5 apparently couldn't shake the thought that she might be setting him up.
